Your KiFAS subsidy
How KiFAS works
KiFAS (Kindergarten Fee Assistance Scheme) is ECDA's subsidy for kindergarten. It's for Singapore citizen children at an Anchor Operator or MOE Kindergarten, in families earning $12,000 a month or less. Big families of 5 or more can qualify on per-person income of $3,000 or less instead.
Two numbers decide your subsidy. One is the maximum KiFAS for your income tier. The other is the minimum co-payment, the smallest amount you must still pay. You get whichever leaves you paying more: the maximum subsidy, or the fee minus the co-payment.
| Gross monthly household income | Per capita income (5+ people) | Max KiFAS | Min co-payment |
|---|---|---|---|
| $3,000 and below | $750 and below | $163 | $1 |
| $3,001 to $4,500 | $751 to $1,125 | $152 | $12 |
| $4,501 to $6,000 | $1,126 to $1,500 | $109 | $55 |
| $6,001 to $7,500 | $1,501 to $1,875 | $89 | $75 |
| $7,501 to $9,000 | $1,876 to $2,250 | $69 | $95 |
| $9,001 to $10,500 | $2,251 to $2,625 | $49 | $115 |
| $10,501 to $12,000 | $2,626 to $3,000 | $19 | $145 |

The KiFAS Start-Up Grant
Lower-income families can also get up to $240 a year for the first costs of kindergarten: registration fee, deposit, uniform, insurance and materials. You qualify if your household earns $1,900 a month or less, or $650 or less per person. Apply together with KiFAS when your child enrols. In later years, ask the kindergarten.
Worked examples
MOE Kindergarten, household of 4 earning $5,000. You're in the $4,501 to $6,000 tier. The max KiFAS is $109, but the minimum co-payment is $55. The fee is $160, so $160 minus $55 is $105. You get $105 off and pay $55 a month.
Anchor Operator kindergarten, household of 4 earning $2,800. Top tier: max $163, co-payment $1. The fee with GST is $163.50, so you get $162.50 off and pay $1 a month.
Household of 6 earning $9,600. Per person that's $1,600, which falls in the $1,501 to $1,875 tier. On the $160 MOE fee you get $85 off and pay $75. Going by household income alone ($9,600), you'd only have got $45.
How to apply
- The kindergarten helps you apply when your child enrols, or when your child moves up from N2 to K1.
- KiFAS is paid straight to the kindergarten. You just pay the fee after subsidy.
- Your child must attend at least one day in a month to get KiFAS for that month.
- If your income drops or your family changes, ask the kindergarten for a reassessment.

Questions parents ask
How much is the KiFAS subsidy?
Up to $163 a month for households earning $3,000 or less, going down to $19 a month for households earning $10,501 to $12,000. The actual amount also depends on your fee, because you always pay a minimum co-payment.
Who is eligible for KiFAS?
Singapore citizen children enrolled at an Anchor Operator or MOE Kindergarten, with gross household income of $12,000 or less a month, or per capita income of $3,000 or less for households of 5 or more. From 1 January 2027 the limits rise to $15,000 a month, or $3,400 per person.
Can PR children get KiFAS?
No. KiFAS is for Singapore citizen children only. MOE Kindergartens charge PR children $320 a month in 2026.
Does KiFAS apply to private kindergartens?
No. Only Anchor Operator and MOE kindergartens. If your child is in a full-day childcare programme instead, the ECDA childcare subsidy applies.
What is the minimum co-payment?
The smallest fee you must still pay after KiFAS. It goes from $1 at the lowest income tier to $145 at the highest. If your fee is low, the co-payment can cut your subsidy below the tier's maximum.
How is household income worked out?
It's your household's gross monthly income. For households with 5 or more members, ECDA divides it by the number of people to get per capita income. ECDA's Assessment of Household Income page lists exactly what counts.
Is there help with registration fees and uniforms?
Yes, the KiFAS Start-Up Grant gives up to $240 a year if your household earns $1,900 or less a month, or $650 or less per person. It covers registration, deposit, uniform, insurance and materials.
How do I apply for KiFAS?
Through the kindergarten when your child enrols or moves from N2 to K1. The subsidy is paid to the kindergarten, so you only pay the net fee.
